Cornwall Film is looking for an individual or organisation to work with us, South West Screen and other key local partners to pro-actively market Cornwall and our crew/facilities as an excellent production location. Please find the brief below. The deadline for applications will be 28 July 2006.

Cornwall Film – Location Marketing brief – Jun 06

Context

One of the key aims of the Cornwall Film project is that of Inward Investment, the attraction of national and international companies to film in the region. To this end Cornwall Film has offered a number of schemes aimed at promoting Cornwall, and its media sector, as a location and production base - from production funding to the Cornwall Locations brochure.

As the project nears completion in early 2007, Cornwall Film would like to augment that promotion, and align with the activities of South West Screen, in order to deliver a targeted and proactive push of locations and facilities in Cornwall.

Promotion

South West Screen will be working increasingly with partners in the north of the region to proactively approach producers and production companies in order to sell the advantages and opportunities of the South West. It is envisaged that a complementary partnership covering Cornwall will provide a comprehensive pitch to prospective incoming production.

The intention is to seek input at an early stage in the decision making process and to raise the profile of both locations and local industry in Cornwall, in order to attract more production into Cornwall.

To support this initiative South West Screen/Cornwall Film will supply existing, and commission additional, marketing collateral to ensure that necessary promotional tools are available to deliver the campaign effectively.

Requirement

South West Screen/Cornwall Film has funding to deliver this proactive campaign for the period August 2006 to March 2007. We are seeking a contractual partnership with either an individual or organisation to specifically promote Cornwall. That individual or organisation will:

 be already active in the sector
 have an expert awareness of location filming and the needs of a major production
 be extremely knowledgeable on the potential locations in Cornwall
 be well connected to the crew, services and facilities in the sub-region
 have an ability to access industry contacts and information to deliver a proactive campaign.

The role will have close links with Cornwall Film and will be guided and managed by South West Screen to align with, and take advantage of, wider regional activity and strategy.

Tender

South West Screen/Cornwall Film now requests applications for the delivery of this role. Applications should include clear expression of interest, statements of experience and aptitude for role and outline plans for promotion and engagement. We would also welcome statements on the beneficial impact of the delivery of this role for the ongoing business of the applicant.

For a fixed fee over the time period SWS/CF will expect activities to include, but not be limited to:

 The identification and pursuit of leads and opportunities
 Proactive promotion of Cornwall to potential customers, nationally and internationally
 Active support for existing infrastructure and the promotion of various services and facilities as a “package”
 Personal management of familiarisation/recce visits by potential incoming productions
 Attendance of appropriate events, seminars, festivals as Cornish advocate

To summarise we require a proactive, dynamic expert advocate for the sector, focused on delivering increased profile and awareness of the opportunities within Cornwall and increasing the filming in the region (and the engagement of local crew and services for that filming) through the contract period and beyond into 07/08.

Fee

Cornwall Film will provide a fixed fee of £10,000 (excluding expenses of up to £1,500) for the period against a contracted set of objectives and deliverables, including both time and outcomes.
